Harry Fine was formerly an adjudicator with
the Ontario Rental Housing Tribunal, (the predecessor agency to the Landlord and
Tenant Board), until November of 2004. In addition to Board work, Harry will do
enforcement of Landlord and Tenant Board orders through the Sheriff's
office, as well
as debt collection and trials through the Small Claims
Court.
Harry has expert knowledge of Landlord and Tenant law and
administrative law, as well as an understanding of how the Human Rights
Code and other statutes and common law doctrine come
into play when arguing at the Landlord and Tenant Board.
In
addition, while an adjudicator Harry was a member of the Society of
Ontario Adjudicators and Regulators, and the Canadian Counsel of
Administrative Tribunals. Harry was also appointed by the
Federal
Minister of Justice to a pro bono
position on the Federal Judicial Advisory Committee that made
recommendations to the Minister of Justice with respect to the
appointment of
Superior Court judges. This is a prestigious and highly
coveted
appointment. Harry also has obtained his certification in Alternative
Dispute Resolution through an intensive program as part of a project
of the Faculty of Law, University of Windsor.
Harry is Past President of the
Landlord's
Self-Help Centre and has lectured to aspiring paralegals at Humber College
on the topic of landlord and tenant law. Harry is an approved education provider for the Toronto,
Mississauga, Hamilton, Oakville and Brantford Real Estate Boards
delivering a training course as part of realtors'
continuing education
requirement, dealing with landlord and tenant law. He has recently been
published in the prestigious Law Times magazine with
his take on
the inequities in the current legislation as well as in the Condo
Voice magazine. In December of 2007, Harry was part of an
expert panel speaking to lawyers from across Ontario through a Law
Society of Upper Canada continuing legal education program.
